In 1846, Sam C. Russ, brother-in-law to Samuel Chapman, constructed the Waterford House on the northeast corner of the Jefferson Street and West Main Street intersection. Located on the Old Plank Road that followed Jefferson Street through the village, the Waterford House served as a tavern, hotel and a place to dine.
